I believe it is 1930s Zanesville (typically unmarked) though am not 100% certain

Smiling Old Jointed Clothes Pin Man man with barrel and for the great comboA funny, happy little fellow, carved from a clothes pin I believe, with what I might guess is cigar box wood for his arms and legs, attached by wire and moving to and fro. Hes lost the toe of one black painted shoe but otherwise is in very good shape, with black tempera paint for his hat and face, slate gray for his shirt, and bright blue for his pants. 6 t x 1 1 8 wide, sound and not fragile, with a great dark dry wood patina to his face!
